Under this clause, Congress has the power to make\nall Laws which shall be necessary and proper for carrying\ninto Execution the foregoing Powers, and all other Powers\nvested by this Constitution in the Government of the United\nStates, or in any Department or Officer thereof.\n[Page H585]\n</pre>"
