The Supreme\nCourt has held that the ``power of Congress to promote\ninterstate commerce also includes the power to regulate . . .\nlocal activities in both the States of origin and\ndestination, which might have a substantial and harmful\neffect upon that commerce,'' including local discriminatory\nactivities that have a ``disruptive effect . . . on\ncommercial intercourse.''
