  "constitutionalAuthorityStatementText": "<pre>\n[Congressional Record Volume 171, Number 65 (Thursday, April 10, 2025)]\n[House]\n[Pages H1600-H1601]\nFrom the Congressional Record Online through the Government Publishing Office [<a href=\"https://www.gpo.gov\">www.gpo.gov</a>]\nBy Mr. BEGICH:\nH.R. 2815.\nCongress has the power to enact this legislation pursuant\nto the following:\nPursuant to House Rule XII, clause 7, Congress has the\nauthority to enact the ``Cape Fox Land Entitlement\nFinalization Act of 2025,'' under Article IV, Section 3,\nClause 2 of the Constitution, which grants Congress power to\ndispose of and regulate federal\n[[Page H1601]]\nproperty. This bill conveys approximately 180 acres of\nfederal land in Alaska to the Cape Fox Village Corporation\nand Sealaska Corporation, fulfilling obligations under the\nAlaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.),\nconsistent with Congress's authority over federal lands and\nNative claims.\n</pre>"
