The National Volcano\nEarly Warning and Monitoring System supports the monitoring\nand early warning of volcanic activity, which directly\nimpacts interstate and international commerce, including\naviation, energy infrastructure, and public safety across\nmultiple states, particularly in regions like Alaska with\nsignificant volcanic activity. Additionally, Congress has the\nauthority under Article I, Section 8, Clause 18, which\nempowers Congress to make all laws necessary and proper for\ncarrying out its enumerated powers, including ensuring the\nsafety and economic stability of the nation through disaster\npreparedness and response programs like the National Volcano\nEarly Warning and Monitoring System.\n[Page H1854]\n</pre>"
