This\nlegislation provides for the conveyance of Federal land and\nthe adjustment of Federal land boundaries.\nArticle 1, Section 8, Clause 3 (the Commerce Clause), which\ngrants Congress the authority to regulate commerce with\nIndian Tribes, including matters relating to land conveyances\nand settlements under the Alaska Native Claims Settlement\nAct.\nArticle 1, Section 8, Clause 18 (the Necessary and Proper\nClause), which authorizes Congress to make all laws necessary\nand proper for carrying into execution the foregoing powers,\nincluding legislation implementing land conveyances and\nFederal trust responsibilities.\n[Page H3342]\n</pre>"
